The 18-9DGM unit is an improved version of the previously produced 18-9DG diesel generators, which are installed on 2TE25KM two-section diesel locomotives. The new modification became the power basis for the 3TE28 three-section locomotive, designed for hauling heavy trains weighing up to 7,100 tons on sections with gradients of up to 11.5‰. Operation of such locomotives is planned in the extreme climatic conditions of the Far Eastern Railway and on routes of the Baikal-Amur Mainline, where difficult terrain is combined with severe weather conditions.

According to the developers, on straight and level stretches the locomotive is capable of hauling freight trains weighing up to 18,300 tons.
