Carriers to be Under Control: "GosLog" Register to Launch in Russia in 2027

All companies with vehicles over 3.5 tons will have to register their transportation activities on a digital platform

Russian President Vladimir Putin has signed a law establishing a register of freight carriers, which will begin operating on March 1, 2027.

According to the document, the right to carry out freight transportation by motor vehicle, including a trailer or semi-trailer, is granted to a legal entity or individual entrepreneur from the moment of registration of a notification of freight transportation in the register, and the right is lost from the moment of exclusion from it.

The requirement to be included in the register applies to trucks with a technically permissible maximum weight of over 3.5 tons; information about vehicles used for own needs is not included in it.

The law also provides for the creation of a national digital transport and logistics platform "GosLog", on the basis of which the register will be maintained and through which transport companies will be able to issue all the necessary documents in digital form.

The explanatory note states that 6.79 million trucks belonging to 250–300 thousand owners are registered with the Russian Ministry of Internal Affairs, while according to Rostransnadzor, as of April 2, 2024, only 46.1 thousand owners have notified about transportation activities — less than 20% of the total number.
