Russian aircraft composite manufacturer avoids huge fine

The court found the Kompozit holding not guilty of failing to reach a high volume of material sales

The Russian manufacturer of composite materials for aviation and industry, the Kompozit holding, was exempted from a fine of 341 million rubles in favor of the Ministry of Industry and Trade. The decision was made by the Arbitration Court of the Moscow District.

Subsidies from the federal budget were allocated to Kompozit to support research and development and the creation of innovative composites for aviation and automotive equipment. The total amount of funding under three contracts since 2013 amounted to almost 587 million rubles.

The holding company completed all scientific work - developed new materials, obtained patents and implemented practical solutions.

The court recognized that the failure to achieve target indicators for the number of jobs and the volume of sales of innovative products was not the fault of the company, but a shortcoming of state bodies. Until 2020, they never approved industry programs, regulatory documents and a list of mandatory customers of innovative products.

The Kompozit holding was created in 2009 to form a market for composite materials in Russia. The group includes enterprises for the production of high-strength carbon fibers, which are used in the aviation industry, wind energy, shipbuilding and automobile production.

Earlier www1.ru reported that experimental work has not even begun for the PD-26 ghost aircraft engine.
