Major Russian automakers, including KamAZ, GAZ, and Sollers, have appealed to the Ministry of Industry and Trade with a proposal to change the method of calculating the recycling fee on imported cars. Currently, the fee is calculated based on engine displacement, but the companies propose taking engine power into account. Experts warn that this could lead to a significant increase in the price of foreign cars for individuals.
Tatyana Akimova, director of the Automarketer consulting agency, noted that for mass-market models with 1.5-2.0 liter engines, prices could increase by 15-22%, and for cars with 2-3 liter engines, by 30-40%.

The initiative aims to eliminate "gray" imports and preserve benefits only for mass-market cars with a power of up to 160 hp. According to OAR data, the share of cars imported by individuals increased from 31-50% in 2024 to 50-70% in 2025, which led to a shortfall in budget revenues and distortion of the competitive environment.
Dealers warn that the adjustment of the recycling fee will hit end customers. According to estimates, prices for popular foreign cars may increase by 800 thousand rubles or more, and premium models by several million.

The Ministry of Industry and Trade of the Russian Federation stated that it had received an appeal from automakers and would consider it in accordance with the established procedure. At the same time, representatives of KamAZ, GAZ, and Sollers refrained from commenting. Igor Korovkin, Executive Director of OAR, emphasized that the goal of the changes is to make owners of expensive cars pay more and reduce the "gray" market, while the structure of the new car market will remain the same.
