Private individuals have nothing to worry about: rules for calculating the recycling fee for foreign cars changed in Russia on May 1

The final amount of the recycling fee will depend on the average price of the car in Russia, and not on its cost in the country of import

From May 1, 2025, new rules for calculating the recycling fee for cars imported from the EAEU countries will come into force in Russia. The amount of the fee will be determined not by the price of the car in the country of import, but based on the average market value of similar models in Russia.

Private individuals, by and large, have nothing to worry about, because if a car is imported for a private individual, the recycling fee rate will still be small.

For this purpose, the Ministry of Industry and Trade will form a list of cars with average prices, which will be updated quarterly. Owners of rare cars not included in this list will face a threefold increase in the recycling fee.

All importers will be required to provide a full package of documents confirming the actual customs clearance costs. Otherwise, the amount of the recycling fee will also be maximum, which can significantly increase the cost of importing cars.

Earlier www1.ru reported that the recycling fee for some categories of special equipment will increase in Russia from July 1.
