New rules to combat fraudsters have caused problems for the financial sector

On September 1, 2025, new rules regarding the blocking of mass calls and SMS mailings came into force in Russia. This has led to unexpected consequences for banks and service companies.

The law, originally intended to combat telephone fraudsters, has actually caused the blocking of important service calls, including calls with confirmation codes from banks. According to journalists, the lack of clear criteria for determining a "mass call" has become the main problem. Each telecom operator interprets the rules in its own way, which leads to the blocking of calls from legal entities and individual entrepreneurs.

The Ministry of Digital Development clarified that calls from state bodies do not fall under the new rules, and companies have the option of selective blocking.

Telecom operators such as Megafon and T2 confirmed that they are obliged to disconnect all calls identified as mass calls, which creates the risk of blocking "useful" calls as well. The consequences are already being felt in the banking sector: T-Bank reported the blocking of some client calls, which forced the company to switch to IP-telephony in mobile applications. Alfa-Bank and VTB declined to comment on the situation, and Sber did not respond to journalists' requests.

Experts emphasize that without a clear definition of terms and implementation mechanisms, the law may create additional barriers for legitimate business and make it more difficult for customers to access the necessary banking and service services.
