Российская компания обновила ПО для проверки чиновников на персональную выгоду при госзакупках

The system checks data on the past employment of a civil servant and analyzes thousands of companies for connections with him

The "Antikor" system of Kontur.Focus, developed to identify the risk of conflict of interest, now determines the connections of officials with contractors at their previous place of work. The update was presented in Yekaterinburg in August 2025, said Elena Kataeva, head of the group for working with government bodies of Kontur.Focus.

The new function allows you to identify connections between employees, their relatives and contracting companies, even if several years have passed since the dismissal. The system checks data on past employment and analyzes thousands of companies for affiliation in minutes. This helps to detect hidden conflicts of interest that are difficult to detect during manual verification.

"Antikor" increases the transparency of public procurement, allowing to identify affiliated contractors at the stage of accepting applications. The system determines whether an employee was the founder or head of a company participating in tenders, and records indirect connections through kinship or past work. This ensures compliance with federal laws No. 25-FZ, No. 79-FZ and No. 273-FZ.

According to Elena Kataeva, the system supports the prevention of violations, allowing you to request explanations in advance, remove an employee from decisions, or reject applications. "Antikor" is used in Yekaterinburg, Kolomna, Kirov, Nizhny Tagil, Tula region, Altai Territory, YNAO and other regions. The solution is valued for its speed and accuracy of analysis.

Kontur.Focus is a service for checking counterparties, developed by SKB Kontur. "Antikor" has been implemented since 2023 to analyze risks in public procurement.
