Amendments to the Code of Administrative Offenses (CAO) came into effect in Russia on July 18. The law, signed by President Vladimir Putin on July 7, strengthens control over the movement of freight transport and tightens penalties for a number of violations.
The main changes concern truck owners. A fine of 600 thousand rubles has been introduced for passing through an automatic weight and dimension control point with violations — including stopping, driving into the oncoming lane or shoulder, and not maintaining distance between vehicles. Responsibility now lies only with the owner of the transport, not the driver.
The truck owner faces a fine of 150 thousand rubles for exceeding the permissible dimensions of the cargo by 10 centimeters. The statute of limitations for cases involving the transportation of non-standard cargo without permission has also been increased — from two months to one year.
Some amendments also apply to all drivers. The fine for refusing to stop at the request of a traffic police inspector has been increased to 7–10 thousand rubles. For a repeated violation within a year, either a repeated monetary penalty or deprivation of rights for up to six months is possible.
According to experts, the increase in fines is due to the high risks to road safety.
The authors of the law emphasize that overloaded trucks damage road infrastructure, comparable to the volume of federal spending on its maintenance. In the explanatory materials, in particular, statistics from the Kurgan region are cited, where less than a third of drivers stopped at the request of Rostransnadzor inspectors. The previously existing measures, according to the Accounts Chamber, proved ineffective.
