Traffic regulations will be supplemented with rules for users of personal mobility devices (PMD). This was announced by Senator Artem Sheikin at SPIEF-2025.
The document on regulating the movement of PMDs was submitted to the State Duma in April last year. In July, the lower house adopted it in the first reading. The proposed measures include a ban on driving PMDs while intoxicated and liability for speeding while riding a PMD or bicycle.
According to Sheikin, the bill is currently being prepared for the second reading. Work is underway with relevant ministries and experts to coordinate the norms with amendments to the traffic regulations.
The senator clarified that the coordination of key provisions will be completed after the final wording of the changes to the rules is approved. Then, the final version of the bill will be presented, taking into account all proposals.
