Since January 2023, 12 enforcement proceedings have been initiated against the messenger

The Telegram messenger has accumulated debt on fines in Russia amounting to almost 23.5 million rubles. This is reported by TASS with reference to court documents.

The materials specify that Telegram Messenger Inc. has not paid the fines imposed by Russian courts. From January 2023 to July 2025, 12 enforcement proceedings were initiated against the company.

Among them is a fine of 4 million rubles under Article 19.7.10-4 of the Administrative Code for refusing to remove inaccurate information about Russian military personnel allegedly killed during a special military operation in Ukraine, at the request of Roskomnadzor.

In addition, Telegram owes three fines of 50 thousand rubles each for violating legislation on personal data (part 5 of Article 13.11 of the Administrative Code).

As of today, three enforcement proceedings for a total of 15 million rubles have been terminated, as it is impossible to determine the location of the debtor or his property, according to court materials.

Since February 2021, Roskomnadzor has regularly drawn up administrative protocols against social networks and messengers that do not remove prohibited content, including calls for participation in unauthorized actions and information, the distribution of which is prohibited in Russia.
