Statements about the possible tightening of Telegram regulation in Russia have sparked discussions among IT specialists. Kirill Sitnov, an expert in programming, explained that the main tool is TSPU (technical means of countering threats). These systems, installed at Internet providers, analyze traffic in real time, identifying specific data patterns ("bytes of information").

TSPU are blocks that are mainly installed at providers. These are technical means of controlling Internet traffic. They analyze traffic, which, in turn, allows you to filter and block unnecessary traffic. YouTube works on roughly the same principle.

The deep traffic analysis of TSPU, necessary to block complex platforms, potentially increases communication delays for all users. The expert allows for a scenario of selective restriction of functionality (for example, slowing down the loading of media files or stories), and not complete unavailability of the messenger.

At the same time, the domestic messenger MAX is developing, positioned as a national multifunctional messenger with integration of public services. Alexey Kurochkin, a cybersecurity expert, noted:

MAX is good and necessary, public services and communication with banks should be provided through it. But it will not replace commercial messengers, as they will always be more modern and technological. If MAX adopts new developments from them and implements them, then MAX will become more popular.

The technological lag of MAX from Telegram is recognized by experts. Artem Geller, a developer, pointed out that the state can help its promotion:

As a messenger, MAX is still very far from the analogues that exist. <… > But if the state slows down or prohibits other messengers, then, of course, MAX can greatly increase its base and level.

Alexander Murzanaev, an IT entrepreneur, believes that the domestic messenger should be the best offer on the market, and not a "Telegram killer":

State Duma deputy Yaroslav Samylin sees the solution in the coexistence of two messengers:

Work chats, especially those of civil servants, can safely move to MAX, where the functionality of public services will come in handy, speed up and simplify work, and make interaction with counterparties open and safe. But all informal communication will remain in Telegram along with personal blogs and channels. Everything is great in balance.

MAX, by integrating public services, can occupy its niche, but a mass transition of users from Telegram without significant technological improvements or voluntary adoption is unlikely. The future of communications is seen in the coexistence of platforms for different tasks, or in government assistance to promote domestic development.
