Overall decline recorded in the automotive market

In the first half of 2025, the volume of government procurement of new and used passenger cars and light commercial vehicles (LCV) of Russian assembly decreased by 15%, amounting to 20.7 billion rubles. The decrease occurred against the backdrop of the need to optimize expenses in a difficult economic situation.

Despite the drop in volumes, the number of tenders decreased by only 1%. The GAZ Group remained the leader in government procurement, holding 1026 tenders worth 10.3 billion rubles, which is 21% less compared to last year.

In second place was AvtoVAZ (Lada) with 1353 tenders worth 4.3 billion rubles (-20%), and in third place was UAZ with 609 tenders worth 2.3 billion rubles (-40%).

Among other brands, Haval stands out with 324 tenders worth 1.8 billion rubles (+50%), "Moskvich" with 108 tenders worth 714.2 million rubles (+60%), and Sollers with 60 tenders worth 654 million rubles (3.3 times growth).

The decrease in government procurement reflects the overall decline in the automotive market, which requires officials to revise spending priorities.
