Personal Data "Breaches" Become the Main Threat to Communication Subscribers' Security

The majority of court cases in the field of information security fall on the communications industry

SearchInform analysts studied over a hundred information security court cases from 2024–2025 and found that 63% of the cases were related to unauthorized access to computer information (Article 272 of the Criminal Code of the Russian Federation), with 68% of those cases occurring in the communications industry. The main violation was the so-called "breach" — the sale of subscribers' personal data and call details.

"Breaching" has turned into a semi-criminal market involving operator employees, intermediaries, and clients. On thematic Telegram channels, a set of personal data for one person sells for 5–20 thousand rubles. This includes full name, passport data, phone numbers, call history, bank details, and other information.

Why this matters: the leakage of such data threatens the security of millions of people, opening doors for fraud, identity theft, and financial losses. Controlling and combating internal offenders in the communications industry is key to protecting information.
