Russia plans to create a database of biometric data of fraudsters. The implementation of the initiative was proposed by Prime Minister Mikhail Mishustin.
A unified approach to the mandatory use of information from telecom operators by banks should be developed by April 1, 2026.
From January 2026, a platform to protect against remote fraudsters will be launched in Russia. It is planned to collect data on the surnames and account numbers of fraudsters. They also want to create a database of fraudsters' voices and introduce mandatory call marking on phone screens.
If desired, Russians will be able to opt out of advertising calls and messages. This will increase the level of personal information protection.
