Ministry of Digital Development Denies Rumors: Registration in National Messenger Will Not Require a Passport

Head of the Ministry of Digital Development Maksut Shadaev clarified the registration conditions in the new Russian messenger

During the discussion of the development of a national messenger, the head of the Ministry of Digital Development, Maksut Shadaev, stated that passport identification would not be required for basic use of the service. Registration will be carried out via a phone number, and authorization through the Public Services portal (ESIA) will only be necessary to access additional functions.

The head of the Ministry of Digital Development denied rumors of full user identification:

I heard a version that this messenger implies full identification of all users, this is not so. The need for registration in the ESIA is only needed for additional functionality.

The minister also emphasized that the system will exclude the use of substitute numbers, ensuring transparency of communication between the subscriber and the SIM card owner.

The new messenger is positioned as an alternative to foreign solutions, with an emphasis on convenience and security.
