New rules may require sites to use only Russian email

In 2025, Russian users may face new authorization rules on websites. The Russian government is considering a bill that would prohibit the use of foreign email services, such as Gmail, to log in to Russian web resources. According to the document, website owners will have to use only emails registered in the Russian domain zone (.ru, .рф). This is a continuation of measures to combat cyber fraud, introduced since the beginning of the year, when registration with foreign addresses was prohibited, but the bill did not affect already registered users.

The initiative is part of the second package of measures to counter cybercrime. The first package has already restricted the use of messengers in government agencies and banks, and introduced call labeling. The new project affects not only email services, but also the circulation of bank cards, SIM cards, and liability for the use of AI in fraud. The document is at the stage of interdepartmental coordination, and its provisions may change, said a representative of the Ministry of Digital Development.

Experts, such as Marina Brik from "Ru-Center", believe that the transition to Russian emails may cause inconvenience for businesses and require users to adapt.

Konstantin Anisimov from AstraCloud emphasized that the purpose of the changes is to combat anonymous email services that fraudsters use to register on hosting platforms.

The main problem lies in anonymous email services that allow you to create a temporary email without verifying your identity. Fraudsters use such addresses to register on hosting platforms, receive a verification code and confirm the email, after which they can commit fraudulent actions. When Roskomnadzor reacts, the hosting blocks the site, and the real contact details of the fraudster are missing.

According to the operator Yota, in 2024, the share of Russian email services in traffic increased to 69%. "Yandex Mail" and "Mail Mail" showed significant growth: the audience of the first increased by 35%, and the second - four times. Gmail, despite its popularity, is losing user activity (-10% traffic).
