At the "Modern Taxi" conference in Yekaterinburg, Andrey Ulyanich, a representative of AvtoVAZ, proposed not extending the new requirements for the localization of cars for taxis to self-employed drivers. The law, previously approved by the Federation Council, obliges taxi fleets to use cars with an increased level of Russian components. However, according to Ulyanich, individual carriers should be considered separately.
My opinion is that the self-employed should probably also be excluded from the new requirements.
He emphasized the difference between organized taxi fleets operating according to strict standards and private drivers who can use cars for personal needs. The question of classifying such owners remains open: will they be considered ordinary consumers or industry participants with special conditions.
The technical side of the law implies that taxi companies must switch to cars with a high degree of localization. This may stimulate demand for Lada models, but creates difficulties for the self-employed, who cannot always afford a new car. AvtoVAZ proposes a flexible approach so as not to restrict small businesses in the field of transportation.
