The deadlines for adopting the taxi localization bill may be postponed to the spring of 2026. The State Duma is discussing the possibility of a delay, as the document has caused many disputes. Currently, the document has passed the first reading, but the Russian Union of Industrialists and Entrepreneurs (RSPP) and representatives of taxi companies are against it.
The bill, proposed by Senator Andrei Kutepov and Deputy Vladimir Gutenev, stipulates that from October 1, 2025, all cars for taxis must be produced only in Russia. This wording caused a public outcry, and experts warn of possible risks. The GPU of the Presidential Administration also expressed the need for further discussion of the bill with market participants.
Public organizations propose postponing the entry into force of the law until it is agreed with the taxi industry. They demand the introduction of subsidies for companies, clarification of technical requirements, and the rejection of a rigid scoring system. Otherwise, according to experts, the law may lead to a reduction in legal carriers and a deterioration in transport accessibility for the population.
