The release of the "Baikal" aircraft was planned at the Ural Civil Aviation Plant (UZGA) back in 2019, it was supposed to replace the An-2. Trutnev noted that the estimated base cost of the Russian "Baikal" aircraft will be about 178 million rubles, although before that the aircraft was estimated at 120 million rubles.
The main problems with "Baikal" concern stability at low speeds, excessive effort on the steering wheel, as well as the need to rework the tail and landing gear. These defects require significant improvements, which may cost at least 10 billion rubles, which is five times more expensive than the cost of modernizing the An-2.
