Relieving the City and Wallets: Construction of a New Bridge in Kostroma Will Cost 74 Billion Rubles

Project implementation may take 3 years

The construction of a new automobile bridge across the Volga River in Kostroma is estimated at 74 billion rubles. The project, which is being implemented as part of the creation of a bypass road, is designed to relieve the city center of transit traffic and improve the region's transport connectivity.

The general contractor may be the company "Dorogi i Mosty", which is part of the "Natsproektstroy" group. Construction is expected to take about three years. Sources familiar with the details of the project report that the details of the project are currently being discussed: whether it will be a concession agreement or a state order. Coordination with federal authorities is also underway regarding the route of the future bridge. After that, it will be possible to more accurately assess the cost of construction and other characteristics of the project.

The construction of the second bridge across the Volga in Kostroma will attract several large companies specializing in infrastructure projects. Here's who might be involved:

  • DSK «Avtoban» – a potential concessionaire. The company is negotiating with the authorities of the Kostroma region about participating in the project as a private partner. If an agreement is reached, «Avtoban» may take over the organization of financing and project management.
  • АО «Dorogi i mosty». – a likely general contractor. It is part of the «Natsproektstroy» group (associated with Arkady Rotenberg and the «1520» group). Sources report that this company may become the main contractor. The company's experience includes the construction of large bridge crossings and highways.
  • Rosavtodor – approval and control. The Federal Road Agency participates in the approval of the route and technical solutions. The final cost and timing of implementation depend on its decision.
  • Ministry of Transport and the administration of the Kostroma region. Regional authorities provide for the reservation of land and building materials, and the Ministry of Transport oversees the project at the federal level.

The regional department reported that «Rosavtodor» has already identified the territories that will be involved in the construction and prepared a feasibility study for the project. The government of the Kostroma region has reserved sites where sandy materials will be extracted for future construction.

The new bridge will connect three federal highways: to Moscow, Ivanovo and Yekaterinburg. According to experts, the daily load may exceed 30 thousand cars.

If we assume that, taking into account transit, more than 30 thousand cars will pass over the bridge per day, and the payback period is calculated for 15 years, the fare for traveling along the section may be about 500 rubles. This is comparable to the cost of toll sections in the Moscow region. Taking into account the length of the bridge and the access road of 37 km, the amount seems adequate/
