Representatives of major IT businesses have expressed concern about amendments to legislation that could grant law enforcement agencies access to commercial personal data databases.
The Big Data Association (BDA), which includes companies such as Yandex and VK, has proposed clarifying the procedure for law enforcement agencies to access databases. The business proposes using the Unified Identification and Authentication System (ESIA) of the "Gosuslugi" portal to edit information, rather than allowing security forces to do so directly.
Amendments to a number of laws were submitted to the State Duma in August 2023. They concern a special procedure for working with data for employees of law enforcement agencies and other protected persons. The BDA emphasizes that some provisions of the bill may threaten the confidentiality and security of data, and may also lead to information leaks.
The head of the State Duma Committee on Information Policy, Sergei Boyarsky, stated that it is not about access to all databases, but only to data of special categories of persons. Business representatives, such as MTS, warn of the negative consequences of remote access to data and the risk of leaks.
