Ассоциация разработчиков и производителей электроники просит разобраться во внешнем управлении для компании-создателя «Эльбруса»

The decision on external management of the company was made in early autumn. According to the press service of the Ministry of Industry and Trade, this was done "to ensure the stabilization of the company's condition and the preservation of the architecture of the Elbrus processors" after JSC "MCST" failed the state defense order. The management of the Elbrus developer went to their market competitor: JSC SPC "ELVIS".

After the introduction of external management, the Association of Developers and Manufacturers of Electronics (АРПЭ) wrote an open letter expressing concern about the introduction of external management for JSC "MCST" in the person of JSC SPC "ELVIS". The АРПЭ noted that currently "MCST's developments ensure Russia's defense capability and are crucial for solving problems of ensuring the security of critical information infrastructure," and the work of a number of other domestic companies associated with microelectronics and software for critical information infrastructure depends on its work.

They ask to clarify whether the creators of Elbrus will retain continuity in relation to technological sovereignty, whether the team of JSC "MCST" will remain in place, and whether the state supports plans to develop a line of high-performance Elbrus microprocessors.

The АРПЭ also notes that the working group under the board of the Military-Industrial Commission of the Russian Federation suspended the rights of the founding shareholders of JSC "MCST" and its governing bodies. And asks to submit to this working group issues related to the transfer of JSC "MCST" to external management specifically to JSC SPC "Elvis" as a competitor with private shareholders. In the hope that this will "dispel the worst assumptions about the prospects of JSC "MCST" and the ecosystem of partners in the development of computing complexes."

Programmers emphasize that the goals of the open letter are "to preserve the team of developers and technologies", as well as to warn about the risks of external management in conditions of lack of information. They note that they are against the letter being "used for confrontations between market participants and personal accusations."

The АРПЭ also sent an appeal to submit the situation of JSC "MCST" to the working group of the Military-Industrial Commission of the Russian Federation in the name of Deputy Chairman of the Military-Industrial Commission Denis Manturov. The second such appeal was sent by the АРПЭ together with the Non-Commercial Partnership of Software Developers "RUSSOFT" to the Minister of Defense, member of the Military-Industrial Commission Andrei Belousov.

According to sources in a number of major Russian media outlets, JSC "MCST" will not be absorbed and eaten by JSC SPC "ELVIS", and the fears are in vain. In particular, a source of Kommersant, close to the government, notes that "there is no question of a conflict of interest and the absorption of one project by another," and that the state is only setting the task for SPC "Elvis" to create conditions for 100% fulfillment of the state order and the development of the Elbrus processor line.

JSC SPC "Elvis" has not yet given an official comment on the situation, and has not given comments to journalists of any publication on the issue of obtaining external management of JSC "MCST".
