Decree No. 367 "On the Circulation of Digital Tokens" was signed on Tuesday, September 17, by the President of Belarus, Alexander Lukashenko.
The decree prohibits individuals, including individual entrepreneurs who are residents of the HTP [Belarusian High-Tech Park, — ed. note], from buying and selling cryptocurrency outside Belarusian crypto exchanges (crypto exchangers). This will contribute to the development of transparent and controlled circulation of digital tokens, primarily cryptocurrency, and prevent the withdrawal from the country of funds stolen from citizens' bank accounts by exchanging them for cryptocurrency on foreign crypto platforms.
The decree came into force from the moment it was signed, but it does not prescribe administrative liability for violating the new rules for cryptocurrency circulation. The Council of Ministers of the Republic "together with interested parties" must submit proposals on what these measures could be by June 1, 2025.
Earlier it became known that law enforcement agencies of Russia and Belarus liquidated a large international criminal group that organized a network of fraudulent call centers. It operated in Belarus, Russia, Israel and Kyrgyzstan, and caused significant damage to citizens of these and other countries. More than 55 people were arrested.
