"Roscosmos" may soon have the right to issue its own bonds, and will be able to earn some money for the development of space programs and satellite constellations. According to the state corporation, the corresponding draft amendments to the Federal Law "On the State Corporation "Roscosmos"" have already been submitted to the State Duma.
The first reading of the bill in the State Duma is planned for the fall. Currently, major Russian rating agencies have assigned the state corporation a credit rating at the sovereign level (AAA(RU), which will contribute to the demand for bonds issued by Roscosmos from Russian credit institutions and private investors.
The funds from the placement of bonds will be directed to:
- implementation of investment projects in the field of space activities;
- refinancing of borrowed funds previously raised for the implementation of investment projects in the field of space activities;
- deployment by the Corporation's enterprises of mass production of spacecraft;
- for modernization and creation of production infrastructure that ensures the mass production of service equipment used in spacecraft.
The possibility for the state corporation to acquire additional income has already been supported by the Ministry of Finance and the Central Bank.
