Russians will no longer suffer from intrusive advertising calls from car services, construction companies, private clinics, banks, beauty salons and other organizations. The Federation Council has approved amendments to Russian legislation that toughen penalties for spam calls.
The new relevant Federal Law was developed in the Bryansk Regional Duma, it was presented at the meeting by Nikolai Vladimirov, a member of the SF Committee on Constitutional Legislation and State Construction. Senators approved it, and the Code of Administrative Offenses of the Russian Federation received an addition in part of Article 14.3 (violation of legislation on advertising).
Part 41 appeared in this article, which specifies strict liability for violation of the requirements established by law for advertising on telecommunications networks. "Telecommunications networks" include landline telephones, mobile phones and facsimile communications.
According to advertising legislation, companies and individuals can call Russians with offers to become their customers under a promotion, purchase goods or services only if the subscriber or addressee has consented to receive such advertising. Advertising using automatic dialing via robots or automatic mailing is also prohibited.
Now, for violation of the requirements established by law for advertising distributed over telecommunications networks, including spam calls, administrative liability is threatened:
- for ordinary citizens — from ten to twenty thousand rubles;
- for officials — from twenty to one hundred thousand rubles;
- for legal entities — from three hundred thousand to one million rubles.
While such a law has not yet come into force, Russians are defending themselves from invasion of their personal space as best they can. Some simply ignore unfamiliar numbers, while others install applications on their smartphones that notify them of potential fraudulent calls and spam calls at the moment such a call arrives on the device.
