The Government of Kazakhstan has approved rules for obtaining electronic entry permits for foreigners who do not require a visa to visit the country. The changes come into force on July 1, 2027, and also apply to citizens of Russia.

The electronic permit is issued free of charge through the digital platform QazETA. The application must be submitted at least 72 hours before crossing the border of Kazakhstan, and the permit is valid for 180 days. However, the duration of stay in the republic for Russians is no more than 90 days.
New requirements will be introduced in stages. From November 1, 2026, an electronic permit will be required at Aktau airport and 4 ground checkpoints. From January 1, 2027, Astana and Almaty airports will join them, and from March 1, all other checkpoints.
From July 1, 2027, foreigners may be denied entry to Kazakhstan if they do not have a permit. The requirements do not apply to transit passengers, truck and bus drivers engaged in international transportation, persons under 16 and over 65 years old, diplomats, and foreign deputies.
