Kazakhstan is introducing mandatory paid electronic entry permits for foreigners who do not require a visa. This requirement will also apply to Russians. The system will become operational on November 1, 2026.

The Electronic Travel Authorization (ETA) will be issued through the digital platform QazETA. Applications must be submitted at least 72 hours before the trip.

The document will be valid for 180 calendar days, allowing multiple entries into the country. The cost of online processing is 3900 tenge (approximately 730 rubles), and at the border, it is 7800 tenge (approximately 1460 rubles). From August 25 to November 1, a test mode is in effect: entry is permitted without authorization, but visitors are informed about the new requirement.

The permit will become mandatory in stages: from November 1 for air passengers, from November 15 for motorists at the external borders of the EAEU, from November 30 at crossings with Russia and Kyrgyzstan, and from December 15 for trains and sea transport. The visa-free regime remains, but entry will now be accompanied by an additional digital check.
