RusHydro has passed the stabilization stage and is asking for support for new investment projects. This refers to financing the construction of reservoirs and power supply agreements (DPM) for new hydroelectric power plants. This was announced by the company at the "Russian Energy Week — 2026" forum.

The government has allocated all of RusHydro's profit for 2025–2029 to an investment program exceeding 1 trillion rubles. For 2026–2030, 950 billion rubles have been earmarked, of which 530 billion are for new energy facilities. Funding in 2026 is 390 billion rubles, compared to 310 billion in 2025. The peak of investments has likely passed. Net profit for the first half of 2026 is 60 billion rubles, 1.9 times more than a year earlier. Revenue grew by 20%, to 428 billion, EBITDA by 53%, to 150 billion. By the end of the year, the company plans to pay 166 billion rubles in taxes, and after the commissioning of new generation, expects this amount to double.
Since 2025, key support measures have been in effect: a moratorium on dividends and accelerated implementation of market pricing for HPP generation in the Far East. Now the company is asking not to patch holes, but to build new. Reservoirs and DPM are two bottlenecks. RusHydro continues projects in southern Russia and the Caucasus: the Nikhaloy HPP in Chechnya, the Verkhnebaksanskaya HPP in Kabardino-Balkaria, and the modernization of the Kuban HPP cascade. The Zagorskaya PSPP-2 is planned to be completed by 2028, and the Nizhne-Zeyskaya HPP with a capacity of over 400 MW is being designed. The Prime Minister, at a meeting with the head of the company, emphasized: hydroelectric power plants mean cheap electricity and a stimulus for the regions. If the mechanisms are launched, the country will see an increase in generation for decades.
