The plans of the Irkutsk Aviation Plant to build up to 36 MS-21 aircraft per year indicate a mature approach of the enterprise in its desire to achieve stable workload without compromising the quality of aircraft. This was stated by Alexey Glushakov, an expert at the Presidential Academy in St. Petersburg.

According to him, 36 liners is a very serious milestone that puts IAZ among the largest manufacturers.
However, it is equally important that the manufacturer assesses its capabilities and does not seek unjustified growth, preferring a stable workload. This indicates a mature approach: it is better to produce 36 machines per year rhythmically than to chase records at the expense of quality.
Glushakov expressed confidence that IAZ will become more efficient after re-equipment.
It should be noted that currently IAZ builds one MS-21 in approximately 11–12 months. The head of the Ministry of Industry and Trade, Anton Alikhanov, did not rule out that the plant would produce more than 70 aircraft per year, taking into account plans to enter the export market.
