The Cabinet of Ministers is working on measures to support oil refineries and postpone their modernization deadlines. This was stated by Deputy Prime Minister Alexander Novak at a plenary session of the Federation Council.

The Ministry of Energy, together with other federal executive bodies, is preparing proposals to support refineries that, for objective reasons, are not meeting the schedule and the modernization agreements signed with the Ministry of Energy and the Federal Antimonopoly Service. According to Novak, the deadlines will definitely be postponed so that the plants can complete the work.

What is more important now

The Deputy Prime Minister noted that the most urgent task is the restoration of plants and technological equipment damaged by attacks. A lot of work has been done to strengthen protection: passive protection has been created that meets threat models, and active protection with air defense systems has been enhanced.

According to Novak, the damage from attacks has been significantly lower recently, and oil companies have learned to bring equipment out of repair faster. However, the situation remains difficult.

Context

Earlier, Novak reported that several refineries had introduced additional units, which allowed for an increase in petroleum product output. In 2025, the government had already adopted a resolution on not terminating modernization agreements if deadlines were shifted – at that time, it concerned violations in 2023–2024.
