From January 1, 2027, recycling fee rates in Russia will change again — depending on the type of equipment, they will increase by 10–20%. The Ministry of Industry and Trade stated that previous indexation stages, according to the department's assessment, contributed to the restoration of production at car factories, the expansion of car output, and the growth of component localization.

According to the department, over eight months of 2026, the share of domestic equipment in the Russian market reached 63.5%. This is 8.5 percentage points more than in the same period last year.

In the passenger car segment, more than 20 brands and over 50 models are currently produced — from budget cars to premium-class vehicles. The Ministry of Industry and Trade listed Haval, Tenet, Volga, Moskivich, Evolute, Atom, Sollers, and Senat among them. In addition, Russian brands are represented in the commercial and public transport segments.

Another result cited by the ministry is the development of automotive component production. Since 2022, according to the department, Russia has found domestic solutions for approximately half of the 740 critically important component and material positions.

The Ministry of Industry and Trade also reported supporting 107 projects under the FRP 'Auto Components' program. According to the department, over 133 billion rubles have been provided for their preferential financing, and the total volume of investments attracted to the industry exceeded 291 billion rubles.

Separately, the department noted the preservation of jobs. About 300,000 people are currently employed at Russian car factories, and another 380,000 work in automotive component production. According to the Ministry of Industry and Trade, this industry unites about 800 companies. Including material producers and raw material suppliers, the Ministry of Industry and Trade estimates total employment at approximately 1 million people.

At the same time, the annual indexation of rates by 10–20% was included in the long-term scale, approved back in 2024.
