First Deputy Governor of Sverdlovsk Oblast – Minister of Industry and Science Alexey Shmykov inspected new production facilities at the Ural Civil Aviation Plant (UZGA). One of the workshops at the "Uktus" site cost the regional budget 1.6 billion rubles.

However, the cost of the new production complex turned out to be higher than the initial estimate. Initially, about 1.2 billion rubles were planned for construction, but during the project's implementation, the price increased to 1.6 billion.
The contractor "Narteks" was supposed to complete the work in 2025, but actually finished it only in 2026. According to a source from "Signal Ural", close to the management of the "Titanovaya Dolina" SEZ, in February, the contractor was issued several dozen fines for violating deadlines totaling over 80 million rubles.
However, the collection of these funds became questionable. A few months after the sanctions were imposed, "Narteks" was declared bankrupt at the suit of the Berezovsky City Union of Veterans.
The LMS-901 "Baikal" was planned to be launched into serial production in 2026. But for now, these plans are not destined to come true — structural flaws were found in the replacement for the 75-year-old An-2.
Another UZGA project is the regional "Ladoga", the development of which has also been delayed.
