New requirements for road diagnostics, specialist qualifications, and data collection by toll road owners will come into force on September 1, the Ministry of Transport announced. The changes are aimed at increasing the transparency of road fund spending and convenience for drivers.

Now, reports based on road diagnostics will include road parameters, photo fixation, and repair recommendations, the ministry explained. This will allow for more effective control over the formation and use of road fund resources. For toll road owners, a list of mandatory data will be established: vehicle number, date, time and place of travel, unique identifier, and photo fixation. Thanks to this, drivers will be able to receive information about their trips and pay debts through "Gosuslugi".
Additionally, qualification requirements for specialists responsible for traffic management are being updated. Earlier, the Ministry of Transport also announced changes in other transport areas: online ticket refunds for electric trains, priority seating for wheelchair users, and confirmation of benefits via the "Max" messenger. All measures come into force simultaneously.
Toll Roads and "Gosuslugi": Background
In September 2024, the Ministry of Transport, together with "Avtodor" and the Ministry of Digital Development, launched the possibility of paying for travel on the CKAD and M-12 "Vostok" through the "Gosuslugi" portal: to do this, it was enough to link the car number in the personal account, and travel data appeared there within 24 hours. The service proved to be in demand - according to the Ministry of Digital Development, users made more than five million travel payments through "Gosuslugi" on roads with a barrier-free toll collection system.
