Toll road fines: Ministry of Transport proposes new measures

Passenger car drivers may face fines of 10,000 rubles

The Ministry of Transport proposes to increase fines for non-payment of toll road projects. To do this, officials want to amend the Code of Administrative Offenses. The draft law has been put up for public discussion.

It is proposed to increase fines for non-payment of travel on toll roads to 10 thousand rubles for "cars" (now 1.5 thousand), up to 30 thousand rubles for trucks (now 5 thousand), introduce a fine of 50 thousand rubles for carriers from abroad, and cancel the 50% discount for paying the fine within 20 days.

Automotive journalist Maxim Kadakov believes that fines should be proportionate to the violation, and the proposed amendments to the Code of Administrative Offenses are not.

If you didn’t pay 550 rubles for a trip from Moscow to Sheremetyevo, then a fine of 10,000 rubles seems excessive.

According to him, it is also important to make the mechanism for challenging unfair fines convenient. For example, when a person paid for the trip, but the fine still came.

The journalist also noted that, apparently, new roads in the country will be toll roads. According to recent proposals, Kadakov explained, ministries and departments will not build new roads, but spend money on repairing old ones.
