The Russian government is considering establishing a priority for domestic AI solutions in public procurement. The corresponding instruction was given by Russian Prime Minister Mikhail Mishustin following the XI conference "Digital Industry of Industrial Russia" (TsIPR) held in May.

The government wants to ensure priority demand for Russian large language models in public procurement. The Ministry of Digital Development and the Ministry of Finance will work on legislative changes. A report on this will be submitted to the government by December 15.

In addition, by December 25, proposals will be developed for a list of necessary and promising services and solutions using artificial intelligence technologies for each of the key sectors of the economy.

In turn, by December 15, the Ministry of Industry and Trade and the Ministry of Digital Development, together with industry committees, must ensure the collection of feedback on the status of work on the formation of industry data models and standards for their exchange in order to launch a unified platform for developers to access all industrial information datasets and the conditions for developers to access this data.

Last summer, the Center for Artificial Intelligence Development was already launched under the Russian government, whose task is to coordinate the implementation of AI technologies in public administration and the economy. A little earlier, in early 2025, Russian President Vladimir Putin instructed to support regions in the use of AI in state and municipal administration.
