The Russian government and industry participants have defined the parameters for national AI models — the second category after sovereign models, enshrined in the recently adopted law "On AI Development." These will be included in a by-law being developed by the Ministry of Digital Development and will be ready by autumn 2026. However, 90% of AI companies are unlikely to qualify for this status, as achieving most of the established requirements from scratch would be long and expensive, writes "Kommersant".

Criteria for National AI Models

For a model to be recognized as national, the Russian legal entity developer must own the exclusive rights to the trainable parameters and architecture, including configuration files and network topology, the source code for training and operating the model, and the "context window configuration."

Other components are allowed during development — for example, open source. Such parameters will be included in the draft of the relevant Government decree, which the Ministry of Digital Development is preparing, said a source familiar with the discussion of the document, and confirmed by two other Kommersant interlocutors in the IT market.

What else is being discussed

In addition to defining the parameters of the national model, the Government, together with industry participants, is discussing issues of obtaining, suspending, and terminating the status of sovereign and national models.

Kommersant's sources say that companies want to divide the process of data regulation for such models into two independent procedures.

The discussion is taking place within eight working groups under the government commission for the development and implementation of AI, as well as at the ANO "Digital Economy" platform. We expect that the by-laws prepared for the development of the AI bill will be adopted this autumn.

What experts think about the status of national AI models

Achieving full "domesticity" in such indicators is quite difficult — about 90% of Russian startups and companies that create AI products can be immediately cut off, believes Timofey Voronin, head of "Intellectual Analytics" projects.

Most players still build models on open source code, and only large ecosystem IT giants will be able to claim the status of a national model, experts are convinced.

For businesses that do not claim this status, the creation of industry-specific and highly specialized models is available, says Vladimir Nelyub, Director of Science and AI at "Astra Group".
