In Russia, it has been proposed to make bank account blocking more transparent. The trade union of platform economy workers "Novy Trud" believes that a client should understand why they are in the risk zone, what documents will help lift the restrictions, and how long the verification will take, "Vedomosti" reports.
For individuals and self-employed persons, it is proposed to create a separate risk "traffic light" similar to the "Know Your Client" system and place it on the FNS resources. The service could show whether a person is included in the database under 161-FZ, which bank provided the information, when the application for exclusion was submitted, and what violations need to be corrected.
Separately, the authors of the initiative propose not to consider self-employed persons and individual entrepreneurs suspicious solely because of working with monopolistic companies or counterparties from the "red zone." Accumulated risk points should also not automatically worsen the client's status.
The reason for this was an increase in complaints about restrictions. Over two years, 81.2 thousand messages about account blocking were recorded on social networks, of which 53.5 thousand were in the last year, an increase of 93%. In the last six months, the number of publications reached 32 thousand and grew by another 48.8%.
The trade union notes that the strengthening of anti-fraud measures under 161-FZ has affected not only suspicious business operations. Banks have increasingly started to stop everyday transfers, sending money to relatives, operations between their own accounts, and payments via SBP.
