The government has received a draft resolution on the introduction of an experimental legal regime (EPR) for the operation of delivery robots (rovers), Kommersant writes, citing sources. The document was developed by the Ministry of Economic Development, the Ministry of Internal Affairs, the Ministry of Transport, and the FSO. Courier robots will be prohibited from driving on sidewalks less than 1 m wide and accelerating over 25 km/h.

The final version of the document presents detailed traffic rules for robots. For example, delivery robots can drive on pedestrian paths and move at a speed of no more than 10 km/h.

Obstacles can be bypassed by driving onto the shoulder. If an obstruction occurs, the speed should be reduced to a minimum or stopped. The EPR project also states that rovers can drive inside buildings.

Crossing the roadway is possible at a pedestrian crossing. The speed must not exceed 6 km/h.

Requirements for the rovers themselves:

• Length — up to 110 cm
• Width — up to 80 cm
• Weight — up to 120 kg
• Electric motor with power up to 4 kW

For delivery rovers, reflectors, a horn-type device for signaling, and numbers in the format "letter—four digits" are mandatory.

The draft resolution includes a section on road accidents. In the event of a minor accident without significant damage and claims from the driver or pedestrian, the rover can continue its journey.

Otherwise, the dispatcher must send a company representative to the scene of the accident and call the traffic police. The dispatcher is obliged to provide video from the camera built into the courier.

If the rover breaks down on the way to the customer, it must be moved to a safe place. In case of numerous violations, the police have the right to suspend the operation of the robots.
