Rostec is preparing the largest reorganization of its civil aviation assets. The state corporation plans to merge Red Wings airline, cargo carrier SkyGates, the National Air Ambulance Service, as well as specialized leasing structures into a single holding company, which will centrally manage air transportation, aircraft operation, and the development of the domestic aircraft fleet.

According to sources, "Ilyushin Finance Co." (IFC) is considered one of the main contenders for the role of the management company. The organization already has experience working with Russian aircraft, and is involved in the restoration and leasing of aircraft.

Rostec confirmed that the project to create a unified aviation holding company is under discussion. After the strategy is approved, the board will determine the parent company and the management model. The corporation expects that the merger will centralize the management of aviation assets, organize a unified system for aircraft and helicopter maintenance and repair, and combine the training of specialists for passenger, cargo, and air ambulance aviation.

Sources in the aviation industry link the upcoming reorganization with the need to improve the efficiency of Red Wings' management. According to them, the carrier's financial results in the first half of 2026 deteriorated, although specific figures are not disclosed.

Red Wings itself confirmed the decline in financial performance, explaining that it was due to the adjustment of the charter program for the Boeing 777. The company decided to reduce the load on these aircraft to preserve their resource until new Russian airliners arrive and the fleet is further expanded.

At the same time, the carrier notes that the volume of transportation on SSJ-100 and Tu-214 remains approximately at the level of the first half of last year, despite changes in the route network due to events in the Middle East. The arrival of new Russian aircraft is expected next year.
