"Balancing on the Brink": Rosatom Assesses Finland's Refusal to Build Hanhikivi NPP

Likhachev: This decision contradicted law and common sense

The Finnish authorities refused to build the Hanhikivi NPP, which "contradicted not only law and contract, but also common sense." This opinion was expressed by Rosatom CEO Alexey Likhachev.

In his opinion, the Finns made the wrong choice, sacrificing strategic interests for the sake of a foreign policy agenda. This decision affected the pace of economic development and the state of the country's labor market.

In this sense, energy very quickly brings the discussion back from the political plane to the plane of practical results.

Currently, Finland is "balancing on the brink of economic recession." In addition, the country topped the ranking with the highest unemployment in the EU — over 10%, he concluded.

Rosatom and Fennovoima signed a contract for the construction of the Hanhikivi NPP in December 2013. The agreement provided for the construction of the plant according to a Russian design.

In 2022, the Finnish company terminated the contract. Rosatom considers this illegal and is trying to recover damages from Fennovoima, including in international courts.
