A systemic problem of shipbuilding named: trillions exist, but there is no result

Expert Sergey Gebel: out of 2062 planned vessels, contracts exist for only 358

Russian shipbuilding lacks not money, but a working investment model that will combine federal and regional resources. This was stated by Sergey Gebel, head of the ANO "Agency for Investment and Industrial Solutions".

According to him, by 2038, 2062 vessels are planned to be built in the country, but contracts have been concluded for only 358 units. More than 1500 vessels remain in the status of potential demand.

Fleet construction financing is not covered by the budget. For example, the estimated cost of building 593 vessels is 3.3 trillion rubles, of which 1.14 trillion rubles are from the federal budget, 290 billion rubles are from leasing programs, and 1.87 trillion rubles are from customer funds.

Additional limitations include the high cost of borrowed funds, long construction times, equipment shortages, and weak cooperation between regions.

Private investors only enter projects with clear payback periods – for example, the construction of fishing vessels or passenger catamarans, Gebel concluded.

Earlier, industry experts calculated that the construction of new ships in Russia costs three times more than in China.
