The Central Bank revoked the license for operations from the credit institution Bank for Development and Modernization of Industry (JSC) Bank RMP. In terms of assets, it ranked 292nd in the Russian banking system.
The decision was made in accordance with the federal law "On Banks and Banking Activities." The basis was violations of the requirements of legislation and regulatory acts of the Central Bank. Over the past 12 months, the regulator has repeatedly applied measures to the bank.
The bank also committed violations in the field of countering money laundering and terrorist financing, the Central Bank press service added.
Bank RMP was not a significant lender to the real sector of the economy — the main operations were carried out in the interests of shareholders and related parties. Previously, the Central Bank identified transactions with signs of asset stripping and sent information to law enforcement agencies.
The credit institution was involved in conducting suspicious transit operations related to the withdrawal of funds abroad and their cashing out, as well as the purchase of unaccounted cash revenue in retail trade, the message says. At the same time, the bank did not ensure the timely detection and transfer of information about such operations to authorized bodies, the regulator emphasized.
The management and owners of the bank did not take sufficient measures to stop participating in such operations.
In addition, the Central Bank revoked Bank RMP's license for professional activities in the securities market.
A temporary administration has been appointed to the credit institution. Its functions are assigned to the state corporation "Deposit Insurance Agency." The administration will work until the appointment of a bankruptcy trustee or liquidator. The powers of the bank's executive bodies are suspended.
Bank RMP is a member of the deposit insurance system, so the funds will be returned in accordance with the procedure established by law and in the prescribed amounts, the Central Bank summarized.
