The Central Bank of Russia is significantly increasing the list of signs of fraudulent activity from January 1, 2026.
Under the new rules, transfers exceeding 200,000 rubles through the Faster Payments System will be flagged if they are accompanied by sending funds to a third party within one day. In addition, an attempt to deposit cash through an ATM using a digital card will be considered a likely sign of fraud.
Furthermore, the list of potential fraudulent transactions will include changing the phone number for authorization less than 48 hours before making a transfer and using unusual software or a different telecom operator to log into the bank's personal account.
Cases where information about the recipient of the digital ruble matches data in the register of transfers without the client's consent will also be flagged.
