Mikhail Yurin, Deputy Head of the Ministry of Industry and Trade of Russia, sent a letter to the Ministry of Natural Resources and Rostatndart with a proposal to ban the use of rubber with a high content of polycyclic aromatic hydrocarbons (PAHs). Experts believe that this may lead to a decrease in the range of tires in the budget segment.
As explained in the ministry, it is about amending the technical regulations of the Customs Union "On the safety of wheeled vehicles." The Ministry of Natural Resources wants to establish a limit on the content of certain types of PAHs in tires at the level of 0.25% bay protons. This is the maximum permissible level of carcinogenic PAHs in the tread part of car tires. It is established by the requirements of GOST R 51893-2024.
State Duma Deputy Dmitry Tortev stated that the use of PAHs is a problem for manufacturers who save on oil refining. They use cheap high-aromatic components.
The problem with PAHs in the Russian market is concentrated in the budget segment, which already occupies about a third of the market and may be eliminated after the introduction of restrictions.
As a result of tightening the requirements for the quality of tires, products that do not meet the environmental and technical standards of the EAEU will leave the Russian market, the Ministry of Industry and Trade of the Russian Federation believes. Such measures will contribute to the promotion of domestic goods, the department summarized.
In Russia, from January 1, 2026, tire manufacturers began to pay an increased environmental fee for tires with a high PAH content. Domestic companies that comply with the requirements of GOST R 51893-2024 pay the standard environmental fee.
