Experts predicted the departure of imported brands from the market when the new rules for calculating payments come into force

The introduction of a new system for calculating the recycling fee may lead to a reduction in the range of imported cars in Russia. This opinion was expressed by auto market experts, commenting on the initiative of the Ministry of Industry and Trade of the Russian Federation.

In February, the Ministry of Industry and Trade of the Russian Federation developed a project that provides for changes in the rules for calculating the recycling fee for cars imported from the Eurasian Economic Union (EAEU). The calculation of the "recycling fee" for cars for personal use should be carried out according to a single formula, the department believes.

This will eliminate "gray" schemes for importing cars into the Russian Federation without paying customs duties. It was assumed that the changes would come into force on April 1, 2026, but the Ministry of Industry and Trade postponed the date.

What experts say

Car dealers believe that the new rules will negatively affect the range of cars on the Russian market. The lack of localization of many brands will lead to their gradual departure. This applies to the middle price segment. A reduction in the range is also predicted in the niche car segment.

The increase in prices for individual models will provoke a change in demand. Russians will choose more affordable cars. Experts predict that the cost of cars in the parallel import segment may increase by 5-20%, but the impact will be less noticeable in the mass market.

Russians will postpone the purchase

There is no need to expect a sharp jump in prices, according to auto market participants. An increase of up to 1.5-2% is possible.

In March, a surge in demand for cars was recorded. However, in the following months, Russians may switch to a wait-and-see consumption model, experts summarized.
