Internet Traffic Filtering System in Russia to be Significantly Strengthened by 2030

The Ministry of Digital Development plans to increase the throughput of technical means of countering threats to 954 Tbit/s

The throughput of the automated system for ensuring internet security in Russia should increase by 2.5 times by 2030 — to 954 Tbit/s. This follows from the order on the plan of activities of the Ministry of Digital Development until 2030, which Kommersant got acquainted with.

Already in 2026, as indicated in the document, 100% of the traffic of the Russian segment of the internet should be processed by this system. Previously, it was planned to reach 752.6 Tbit/s by 2030, but now the target indicator has been increased to 954 Tbit/s.

The amount of funding for the federal project has also increased. It is planned to allocate 83.7 billion rubles to it, which is 14.9 billion rubles more than the previous plan. The main part of the funds will go to increasing the throughput and updating the system itself.

ASBI includes TSPU equipment — technical means of countering threats, which are installed on the networks of telecom operators. This equipment is used to block internet resources and counter DDoS attacks. The system operates on DPI technology, that is, deep traffic inspection, and allows analyzing the types of transmitted data.

Participants in the telecom market explained that TSPU has a limit on power. When the system cannot cope with the volume of traffic, a bypass mode may be activated, and then part of the traffic goes around filtering.

The order of the Ministry of Digital Development also states that the expansion of the system's capacity should help ensure network sovereignty and information security of the internet by 2030.
