Ministry of Digital Development calls reports of "white lists" for home internet fake: restrictions only apply to mobile communications

The Ministry of Digital Development, Rostelecom, Beeline, and the State Duma IT Committee have refuted reports of the introduction of "white lists" for home internet users. The reason was a publication by the Telegram channel Mash, which reported on Saturday that Moscow home internet providers are urgently implementing a "white list" system. The Ministry of Digital Development called this information fake. Rostelecom denied reports of the introduction of restrictions on home internet. Beeline stated that they had not received such orders and are providing services as usual.

Why "white lists" are not applied to home internet

The Ministry of Digital Development explained the logic of the restrictions: in the event of threats from drones, only mobile internet is selectively disabled — this measure reduces the accuracy of UAV targeting. Wired technologies are not related to drones and are not used for attacks, there is no need to restrict them. Access to home internet in Russia remains unlimited.

The "white list" only works when mobile internet is disabled. The list is compiled in agreement with the authorities responsible for security. A prerequisite for inclusion in the list is the location of all computing power on the territory of Russia.

What is included in the Ministry of Digital Development's "white list"

More than 120 services remain available when mobile internet is restricted. The list includes Odnoklassniki, VKontakte and Yandex services, Mail.ru, the Max messenger, VK Video and Rutube video services. The list also includes online stores, government websites, banks, media, streaming services, telecom operators and booking services.

Mash's publication about "white lists" for home internet appeared against the background of existing mobile internet restrictions in a number of regions and the slowing down of Telegram. In this environment, rumors of expanding restrictions to wired internet spread quickly. The simultaneous denial from the Ministry of Digital Development, two major providers, and the relevant State Duma committee closes the issue at the level of official sources.
