The Ministry of Transport of Russia, together with SberTroika and the Max messenger, launched a pilot project on March 1, 2026, to confirm benefits in urban transport. At the first stage, the new method is available in a number of cities in the Novosibirsk and Vladimir regions.
To use the function, the passenger needs to log in to the SberTroika chatbot inside Max and link the account to Gosuslugi. When boarding, it is enough to scan the QR code on the validator - the system will automatically check for a preferential ticket and record the trip. Paper documents do not need to be presented.
The Ministry of Transport expects that a unified platform will increase the transparency of subsidized transportation.
SberTroika is the developer of a unified ticketing system based on the Moscow Troika card, which has already been implemented in 34 regions of the country. Max is a national messenger with the ability to make audio and video calls, transfer funds and work with files.
The project was received ambiguously online. Users pointed out that the QR code scanning scheme is not available for the visually impaired and people with limited hand mobility. Part of the audience also expressed concern about the concentration of sensitive personal data inside the messenger.
