According to RBC, Russian authorities have decided to launch a process of partially restricting the operation of the Telegram messenger. The news agency refers to a source in the information technology industry, as well as two sources in relevant departments.
According to RBC's sources, Roskomnadzor plans to start applying measures to slow down the service as early as today, February 10, 2026. One of RBC's sources noted that the corresponding restrictions are already being put into effect. RBC sent an official request to Roskomnadzor, but no response had been received at the time of publication.
It is expected that the slowdown will be implemented through filtering and prioritizing traffic at the level of telecom operators (DPI — deep packet inspection). This may lead to a noticeable deterioration in the loading speed of media files, sending messages with attachments, the operation of channels and bots, especially with high traffic volume. Voice and video calls in Telegram have already been partially restricted since August 2025 (according to the official version — as part of the fight against fraud).
