According to him, the topic of "wet" leasing is periodically considered within the framework of international meetings.

The necessary tools have been created for the implementation of international wet leasing projects. We are open to consultations and negotiations with foreign partners. There are no concrete proposals from carriers yet.

As a reminder, "wet leasing" for domestic flights in Russia was approved on September 1, 2024. In this case, a domestic airline takes someone else's aircraft "turnkey" - with pilots, flight attendants and insurance.

Apparently, this is necessary to cover the shortage of aircraft and the ability to fly abroad or within the country using a foreign fleet that does not fall under sanctions risks as much as the Russian one.

Oleg Smirnov, a member of the public council of Rostransnadzor, explained to "Perviy Tekhnicheskiy" that Russia needs to strive to develop joint aviation projects within the BRICS framework - looking towards China or Brazil.
